Send it into inventions and see what they tell you.
There is Lipsmackers, The Body Shop does lipbalm, Burt's Bees, The Bonne Bell, Blistex, Victoria's Secret, Bath and Body Works, good luck with your product, email me once it gets produced, I would love to try it!

One specializes in fragrances and has contacts with many manufacturers; the other specializes in products made from bees wax - including lip balms.

You can try the color factory in sun valley, ca or cobe color cosmetics in montebello, ca they manufacture lip balm
You would do better making it on your own. If you have an idea for a flavor, look up some recipes for home-made lip balm online, and then tinker with them to create your own flavor. Buy something to put it in, design a label, and market it to friends and local stores.
If you contact a manufacturer you run the risk that they would steal your idea!!!!!!!!!!!! Try a patent company like InventHelp - they help inventors of all kinds and they also patent your invention (regardless of what it is), and then they help you to put a plan together to manufacture and market it, etc. Anyway - it's worth a try!
