She is 7 years old, and keeps licking her lips so they are getting really chapped. I have tried various lip balms but she has not liked any of them either because of the taste or that they sting on her lips.

Have you tried going with her to pick some out at a pharmacy? They make all kinds of flavors now. Try bubblegum, coconut, or cotton candy. Try some plain vaseline. It doesn't taste great but just smear on a small amount. It's cheap and effective.
I prefer the polysporin lip balm, it doesn't taste good either but it works well
Try the strawberry Chap stick. It works and it tastes fine
