The only reason why I would want to use lip balm on my 22-m-o daughter is if she were to have chapped/dry lips. I would not be interested in something that is marketed to the cosmetic area, i.e., Lip Smackers or something ';make-up-y';. I'm quite hoping my daughter won't show intereest in makeup until she is at least 13. (However, since daughters often take cues from their mothers, she may not get much interest in makeup. I hardly wear it myself, and when I do, it's just foundation.)
toddlers can use lip balm... my daughter uses '; lip stick'; all the time... if this is something you're thinking of making to produce.. then no.. I wouldn't buy my daughter special lip balm just for her to waste it and make a mess.. most of the lip balms they make now are ok for occasional use at any age
I highly recommend this ...

Hope this help :) Good Luck!
Only if she were being entered in pageants. Otherwise, such is not necessary.
You already can..well in the UK you can..there are a number of brands aimed at toddlers and little girls...
we use it on our 3year old when she has chapped lips or cold sores. although she likes to put it on anyways.
