I just got this new lipbalm with spf 20. After applying it on my lips, a few seconds later i get this cool tingly feeling.

I think that's normal, could be the menthol content. As long as you don't have any irritation, it should be fine.
Yes its normal and fairly common with most lip balms and lip plumpers
